In the aftermath of Proposition 19, California NORML will host a statewide conference to discuss the future of marijuana reform efforts in California at the David Brower Center in Berkeley on Saturday, January 29, 2011.
How was your 2010? For the medical patient, 2010 posed a lot of questions about what we might want the future of cannabis access to look like. We now have 15 States in America with some kind of medical-use legislature (Welcome Arizona!) and have had one very close encounter at legalization here in California, with Prop 19.
“Prop 19 would make California the first state in the nation to move beyond just permitting some access to medical marijuana to full-scale and potentially profitable legalization. Other obvious benefits, like a decline in organized crime and moving billions of dollars from the underground economy to the public economy, would naturally follow…
However, it is not known to what extent the federal government would enforce prohibitions as no other state permits commercial marijuana related activities for non-medical purposes.”
“The decisions made, including the proposed 2.5% increase in business tax for dispensaries and the number of dispensing facilities increasing from three to four total, will be up for public vote in November..Other amendments include the addition of six new, non-dispensing facilities which could include but are not limited to; cultivation and manufacturing and would not include public visits. Whether we like it or not, things are changing for Berkeley and other cities around the State.”

The city of Oakland may allow four large-scale cannabis farms and is considering raising the number of medical cannabis dispensary permits from four to six. “My gut instinct said this would be a great revenue and job generator for the city”, she said. “But after running the numbers, I went ‘Wow, that’s really a job generator’”
