"It definitely won't be on the ballot this November but it's good to know exactly what the man, widely credited for the launch modern hemp movement had in mind instead of Prop. 19 2010. The California Cannabis Hemp and Health Initiative is set to file again for 2012. They will begin the signature drive November 2011 through April 2012 and they will need to collect 700,000 signatures from registered California voters within the 150 days."
